Establishes automatic appropriation from the general fund to the commissioner of management and budget if no biennial appropriation legislation is enacted by July 1 of odd-numbered years.

Covers funding for central accounting, procurement, payroll, and human resources functions necessary to operate the gambling control board.

Allows the commissioner to transfer portions of the appropriation to other state agencies as needed to support these functions.

Any subsequent appropriation enacted for a biennium where this automatic provision was applied shall supersede and replace the automatic funding.

Effective date is the day following final enactment.
