Amends Minnesota Statutes 2020, section 403.11, subdivision 1 to require unspent funds in the 911 emergency telecommunications service account be appropriated for grants to counties for geographic information systems design, development, implementation, and operation.

Specifies that unspent account funds shall be used to support Minnesota's next generation 911 service, computer-aided dispatch interoperability networks, and maintenance/updates of public safety answering points.

Changes language from discretionary ("may") to mandatory ("shall") appropriation of remaining funds to the commissioner of public safety for distribution to counties for emergency telecommunications services improvements.

Appropriates unspecified amounts from the 911 emergency telecommunications service account for fiscal years 2022 and 2023 to the commissioner of public safety for county grants related to geographic information systems implementation and operation.
