Appropriates $400,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Zumbro Falls for wastewater collection system replacement infrastructure improvements.

Includes funding for minor water supply service line improvements and partial parking lane reconstruction as part of the appropriation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $400,000 to provide the appropriated funds.

Bond sale and issuance shall comply with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
