$1,238,000 appropriated from bond proceeds fund to the commissioner of transportation for a grant to the city of Wabasha for port facility construction on the Mississippi River.

Port facility improvements include a new building with field office and truck scale, dock and mooring facilities, utilities, access road, and dredging of access channel.

Commissioner of management and budget authorized to sell and issue state bonds up to $1,238,000 to fund the appropriation.

Bond sale and issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Section becomes effective the day following final enactment.
