Appropriations: $67.8 million for fiscal year 2022 and $57.8 million for fiscal year 2023 to the Minnesota Housing Finance Agency for various housing programs including workforce housing, manufactured home park infrastructure, rental assistance, and homeless prevention.

Manufactured Homes: Allows manufactured home owners to surrender certificates of title to convert homes from personal property to real property improvements when affixed to land, with new procedures for affidavits of affixation and provisions for nonprofit cooperatives.

Eviction Moratorium Phaseout: Phases out the state eviction moratorium over 105 days, prohibiting evictions for non-payment until rental assistance eligibility is determined, with exceptions for safety violations and non-rental lease breaches.

Service and Support Animals: Expands tenant protections for reasonable accommodations for service and support animals by limiting landlord documentation requests and prohibiting additional fees or deposits.

Shelter Task Force: Establishes a 24-member task force to develop standards for shelter provision and examine feasibility of state oversight, with initial report due February 1, 2022 and final report by August 31, 2022.
