Appropriates $400,000 in fiscal year 2022 to the Minnesota State Colleges and Universities Board of Trustees, with $250,000 transferred to Winona State University and $150,000 to Minnesota State College Southeast.

Requires Winona State University to develop a teacher preparation program by the 2024-2025 school year leading to initial licensure in at least one career and technical education license area.

Mandates partnership between Winona State University and Minnesota State College Southeast, with candidates earning an associate's degree from the college and a bachelor's degree from the university when practical.

Permits appropriated funds to be used for analyzing existing course offerings, identifying courses needing adjustment or creation, designing and implementing new courses, and obtaining Professional Educator Licensing and Standards Board approval.

Extends unencumbered balance cancellation date to July 1, 2025, allowing unused funds to carry forward beyond normal appropriation periods.
