Appropriates $59.3 million for fiscal year 2022 and $59.4 million for fiscal year 2023 to the Department of Agriculture for protection services, agricultural marketing and development, agriculture bioenergy advancement, and administration.

Allocates $5.98 million (FY2022) and $6.08 million (FY2023) to the Board of Animal Health for agricultural emergency preparedness and current service delivery.

Establishes an emerging farmer account within the agricultural fund and creates a new dairy development and profitability enhancement program consisting of profitability teams and business planning grants.

Appropriates $4.54 million (FY2022) and $4.04 million (FY2023) to the Agricultural Utilization Research Institute, including $500,000 in FY2022 for mobile slaughter unit grants.

Allocates $350,000 annually to the Office of Broadband Development and cancels prior-year appropriations totaling $1.31 million.
