Requires oil refinery owners and operators to ensure contractors and all subcontractors use a skilled and trained workforce (minimum 85 percent of employees) for construction, alteration, demolition, installation, repair, maintenance, or hazardous material handling work at refinery sites.

Defines skilled and trained workforce as employees who are currently registered apprentices, have graduated from, or have completed all classroom and work hour requirements of a registered apprenticeship program in their applicable trade.

Establishes civil penalties of $5,000 to $10,000 per violation for owners, operators, contractors, or subcontractors, with each shift constituting a separate violation.

Allows injured persons to bring civil actions against oil refinery owners or operators for damages, attorney fees, costs, and other appropriate relief.

Amends compliance order procedures under Minnesota Statutes section 177.27 to include violations of the new skilled workforce requirement, effective October 15, 2021.
