Amends prior capital appropriations from Laws 2020, Fifth Special Session for eight specific infrastructure projects in Minnesota, adjusting project scopes and funding amounts.

Golden Valley Douglas Drive and Highway 55 project: $6,500,000 for design, environmental analysis, right-of-way acquisition, and construction of box culvert underpass, roundabout, and frontage road improvements.

Olmsted County Trunk Highway 14 and County Road 104 Interchange: $6,000,000 for environmental analysis, design, engineering, and construction of interchange including flyover at 7th Street NW.

Minnesota Correctional Facility - St. Cloud: $800,000 to design and install new fire suppression system in Living Units D and E.

Multiple water and wastewater infrastructure grants: $650,000 each for Mahnomen wastewater and Mendota water improvements; $1,250,000 for Mahnomen drinking water; $1,700,000 for South Haven wells; $24,027,000 for Oronoco regional wastewater system; $7,984,000 for Vernon Center water infrastructure improvements.

Housing pool bonding authority refunds: Issuers that returned all 2020 housing pool bonding authority allocation shall receive refund of application deposits due to COVID-19 pandemic circumstances.
