Appropriates $1,640,000 from the general fund in fiscal year 2022 to the commissioner of commerce for a grant to the Hibbing Public Utilities Commission to cover excessive natural gas costs during the February 2021 polar vortex price spike.

Requires the Hibbing Public Utilities Commission to remit any federal or other aid received directly to the commissioner of commerce for deposit in the general fund.

Mandates any unexpended balance of the appropriation be returned to the general fund if actual natural gas costs are less than the $1,640,000 appropriated.

Requires the commissioner of commerce to deposit in the general fund any federal aid the Hibbing Public Utilities Commission is eligible to receive if the state appropriation meets the federal spending requirements for natural gas price relief.

Directs the Hibbing Public Utilities Commission's proportional share of any settlement or legal judgment related to natural gas price gouging or overpayment during the 2021 polar vortex be deposited in the general fund.
