Amends the definition of "subordinate service district" to clarify it is a compact and contiguous district within a county where governmental services or additions to countywide services are provided and financed from revenues within that district, and may not embrace an entire county.

Permits any Minnesota county except metropolitan counties and counties containing a city of the first class to establish subordinate service districts to provide and finance any governmental service or function the county is authorized to undertake.

Prohibits subordinate service districts from providing services the county already provides countywide unless the service level is increased in the district.

Requires the county board of commissioners to establish a subordinate service district by adoption of a resolution, which must specify the services to be provided and the territorial boundaries of the district.

Requires the county board to hold a public hearing before adopting the resolution to establish a subordinate service district.
