Amends Minnesota Statutes section 144.551, subdivision 1 to add exceptions to the state's hospital construction moratorium established in the law.

Creates two new exemptions: a project to add 45 licensed beds to an existing safety net, level I trauma center hospital in Ramsey County (clause 29) and a project to add 30 new beds to an existing psychiatric hospital in Hennepin County exclusively for patients under 21 years old (clause 30).

Clause 29 specifies that the commissioner already conducted a public interest review in 2018, and no further review is required for this project.

Clause 30 adds to existing exemptions for psychiatric beds serving minors in Hennepin County, supplementing the 21-bed addition already permitted under clause 27.

The bill maintains existing exceptions for national referral centers, projects with approved certificates of need, pediatric services consolidation, state facility relocations, and numerous county-specific and facility-specific construction projects.
