Appropriates $4,500,000 from the bond proceeds fund to the commissioner of natural resources for a grant to the city of Kasson for flood hazard mitigation and water infrastructure improvements.

Funds will be used for storm water impoundment infrastructure, replacement and renovation of sanitary sewer and storm water infrastructure systems, water main improvements, and roadway restoration in Kasson.

Requires the commissioner of management and budget to determine that sufficient resources have been committed to complete the project before funds are available.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,500,000 to provide the appropriated funds, per Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
