Prohibits legislature from adjourning sine die during peacetime emergencies extending beyond 30 days, requiring both houses to remain in session until emergency expires or is terminated.

Establishes process allowing legislature to terminate governor's orders or rules by majority vote in each house, with termination effective no earlier than 21 days after filing with secretary of state.

Requires governor to report to all legislators within initial period detailing rationale and legal authority for emergency orders, and mandates Legislative Coordinating Commission hold public hearings within 10 days to recommend whether orders should be maintained, modified, or terminated.
