Requires the commissioners of natural resources and Pollution Control Agency to wait at least two years after terminating state mineral leases before initiating action to terminate associated environmental permits for iron ore mining and processing operations.

Applies only if mineral lease termination occurs in calendar year 2021 for operations involving mining, direct reduction of ore, and steel production.

Allows earlier permit termination if necessary to ensure environmental protection or if required by federal law.

Permits operators to propose amendments or exercise existing rights to transfer or cancel permits under current law.

Allows the commissioner of natural resources to terminate or transfer state mineral leases provided compliance with all other requirements in Minnesota Statutes, chapter 93.
