Establishes an oriented strand board (OSB) production incentive program administered by the Commissioner of Agriculture to provide payments to eligible producers.

Eligible facilities must source at least 80 percent of forest resources from Minnesota, be located in Minnesota, begin construction by June 30, 2022, begin production by June 30, 2024, have over $250,000,000 in capital investment, and produce at least 200,000,000 board square feet of OSB annually.

Provides $7.50 per 1,000 board square feet of OSB produced for ten years starting after the first year of production, capped at 400,000,000 board square feet per eligible producer per fiscal year and 400,000,000 board square feet total across all producers per fiscal year.

Requires forest resources to comply with specified sustainability standards (Sustainable Forestry Initiative, Forest Stewardship Council, or American Tree Farm System) and requires quarterly claims with certified public accounting firm verification.

Appropriates $1,500,000 from the forest management investment account in fiscal year 2025 and $3,000,000 annually from the general fund beginning in fiscal year 2026; effective July 1, 2021.
