Establishes a COVID-19 flexible response account within the state fiscal recovery federal fund with $425,000,000 transferred from the state fiscal recovery federal fund and appropriated to the commissioner of management and budget, with unallocated funds canceling to the federal fund on July 1, 2022, and allocated funds available until June 30, 2023.

Requires the commissioner of management and budget to submit proposed expenditures exceeding $2,500,000 from the flexible response account to the Legislative COVID-19 Response Commission, which has three days to review and make recommendations, with expenditures blocked only if majorities from both chambers make negative recommendations.

Mandates monthly expenditure reports from the commissioner to the Legislative COVID-19 Response Commission detailing spending from the flexible response account.

Authorizes transfers of $550,000,000 in fiscal year 2023 and $550,000,000 in fiscal year 2024 from the state fiscal recovery federal fund to the general fund for government services, with alternative provisions allowing federal fund appropriations to replace general fund appropriations if transfers are deemed ineligible.

Suspends statutory appropriation authority for $1,233,000,000 of Minnesota's state fiscal recovery federal fund allocation under the American Rescue Plan Act, requiring direct legislative appropriation, with unexpended funds reverting to the commissioner of management and budget after June 15, 2022.
