Amends Minnesota Statutes section 477A.17 to establish payment in lieu of taxes for Lake Vermilion-Soudan Underground Mine State Park at 1.5 percent of appraised land value.

For the first five years after acquisition, appraised value equals the purchase price plus value of donated land; thereafter, appraised value cannot fall below the 2010 appraised value.

Distributes annual payments in equal thirds to school districts, towns, and counties, with school district payments exempt from county apportionment and aid recapture.

Adds four parcels comprising the Granelda Unit to the state park in St. Louis County, located in Township 63 and Township 63-18, with payments beginning in aids payable 2022.

For the Granelda Unit, annual payments equal 1.5 percent of assessment year 2021 appraised value, with the county portion from unorganized Township 63 transferred to the public safety facility in Section 32 for operations and maintenance.
