Amends Minnesota Statutes 2020, section 332B.02, subdivision 13, to clarify the definition of "debt settlement services provider"

Modifies language from "shall" to "does not include" to specify exemptions from the definition

Exempts five categories of professionals: exempt attorneys at law, persons listed in section 332A.02 subdivision 8 (clauses 2-10), registered accounting practitioners and CPAs, enrolled agents licensed by the U.S. Department of Treasury, and debt management services providers

Applies to any person offering debt settlement services to Minnesota debtors regardless of whether a fee is charged or whether the provider maintains a physical presence in the state
