Prohibits postsecondary educational institutions and athletic associations (including NCAA) from preventing student athletes from earning compensation for use of their name, image, or likeness, effective January 1, 2024.

Allows student athletes to obtain professional representation from licensed athlete agents and attorneys for contracts and legal matters related to name, image, and likeness compensation.

Requires student athletes to disclose name, image, and likeness contracts to institutional officials and prohibits contracts that conflict with team contracts, with protections limited to contracts entered into on or after enactment.

Clarifies that scholarships are not compensation and cannot be revoked due to name, image, and likeness earnings or legal representation obtained under this law.

Establishes a community college athlete name, image, and likeness working group convened by the Minnesota State Colleges and Universities chancellor to review bylaws and laws regarding athlete compensation, with a report due July 1, 2023.
