Allows the city of Woodbury to expend Tax Increment Financing District No. 13 increments for maintenance and facility and infrastructure upgrades to Central Park, with such expenditures deemed to occur within the district.

Permits the city of Woodbury to elect to extend the duration of Tax Increment Financing District No. 13 by five years.

Paragraph (a) becomes effective the day after the city of Woodbury's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.

Paragraph (b) becomes effective upon compliance by the city of Woodbury, Washington County, and Independent School District No. 833 with Minnesota Statutes sections 469.1782, subdivision 2, and 645.021, subdivisions 2 and 3.
