Appropriates $100,000,000 from the state fiscal recovery fund in fiscal year 2022 to the Commissioner of Employment and Economic Development for grants to nonprofit arts and cultural organizations affected by COVID-19 pandemic losses.

Eligible organizations must be 501(c)(3) nonprofits with primary operations in Minnesota that received prior funding from state arts boards or cultural heritage funds, were operating on May 1, 2020, and experienced at least 25 percent reduction in gross receipts between comparable quarters in 2019 and 2020.

Grant amounts range from $10,000 to $725,000 based on 2019 IRS Form 990 total revenue, with specific tiers for organizations in designated NAICS codes (performing arts companies, museums, publishers) and organizations within host institutions.

Grants must be used for operating expenses only and organizations may receive no more than one grant; all unspent funds must be returned to the general fund by December 31, 2023.

Commissioner must submit a report to legislative committee chairs detailing fund usage by January 15, 2023; the bill becomes effective the day following final enactment.
