Honors Navy Fireman First Class Neal Kenneth Todd of Akeley, Minnesota, who died in the attack on Pearl Harbor on December 7, 1941.

F1c Todd was assigned to the USS Oklahoma, which sustained multiple torpedo hits and capsized during the attack, killing 429 crew members including Todd.

Todd's remains were identified by the Defense POW/MIA Accounting Agency on February 11, 2021, after nearly 80 years, and returned to his family for burial on July 10, 2021.

Recognizes that seven of Todd's siblings served in the military, including four brothers in World War II, with one surviving the USS Oklahoma attack.

Directs the Secretary of the Senate to prepare an authenticated copy of the resolution and transmit it to Todd's family.
