Commends Jo Emerson for nearly 12 years of service as Mayor of White Bear Lake, beginning with her election in 2009 and ending with her retirement announcement at the end of her term.

Recognizes her involvement in community engagement including school programs, neighborhood cookouts, and police and firefighter training events, earning her the designation of "People's Mayor."

Acknowledges her leadership roles as vice chair of the White Bear Lake Planning Commission, president of the Minnesota Mayors Association, president of the League of Minnesota Cities, and chair of multiple regional transit and livable communities initiatives.

Highlights her environmental advocacy work including leadership of White Bear Lake's participation in the Climate-Smart Municipalities project with Germany and membership in the North and East Groundwater Management Association.

Directs the Secretary of the Senate to prepare and transmit an enrolled copy of the resolution to Jo Emerson.
