Amends Temporary Senate Rule 12.1 to remove references to the specific March 13, 2020 COVID-19 emergency declaration and instead allows remote participation in committee and subcommittee meetings during any COVID-19-related peacetime emergency, special sessions, or at any time for the Committee on Rules and Administration.

Requires remote meetings to ensure all members and witnesses can see and hear one another, with exceptions allowing audio-only participation if a member's internet connection prevents visual participation.

Mandates that all remote meetings be made contemporaneously available electronically to the public with notice specifying how the public may access and monitor the meeting.

Amends Temporary Senate Rule 40.7 to allow members to vote on questions from outside the Senate chamber during special sessions or peacetime public health emergencies related to COVID-19.

Applies all other requirements of Senate Rule 12 to remote hearings unless specifically excepted.
