Establishes a fundamental right to reproductive health care, defined to include contraception, sterilization, preconception care, maternity care, abortion care, family planning, fertility services, and related counseling.

Grants every individual the fundamental right to make autonomous decisions about their reproductive health, including the right to use or refuse reproductive health care.

Grants pregnant individuals the fundamental right to continue pregnancy and give birth, or to obtain an abortion, and to make autonomous decisions about exercising this right.

Recognizes reproductive freedom as grounded in Minnesota Constitutional principles of individual liberty, personal privacy, and equality.

Prohibits local units of government from regulating reproductive rights in a manner more restrictive than the protections established in this section.

Takes effect the day following final enactment.
