H.F. 1005 - Summary

• Enacts the Nurse Licensure Compact into Minnesota law, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) to practice across party states under a multistate license issued by their home state.

• Establishes an Interstate Commission of Nurse Licensure Compact Administrators composed of state licensing board representatives to coordinate licensure, enforce rules, and maintain a shared database of nurse licensure and disciplinary information.

• Requires multistate license applicants to meet education standards, pass NCLEX exams, submit fingerprints for background checks, have no felony convictions or nursing-related misdemeanors, and hold a valid Social Security number.

• Creates a coordinated licensure information system requiring all party states to report adverse actions, investigations, and alternative program participation to coordinate enforcement across states.

• Appropriates funding from the state government special revenue fund to the Board of Nursing for implementation beginning July 1, 2023, with the compact becoming effective when 26 states enact it or by December 31, 2018.
