Requires school boards to adopt a written policy addressing malicious and sadistic conduct involving race, gender, religion, sexual harassment, sexual orientation, and sexual exploitation by staff or students.

Policy must apply to students, teachers, administrators, and other school personnel, and must include disciplinary actions for violations that conform with collective bargaining agreements and existing student discipline law.

Requires policies to be conspicuously posted in school buildings, distributed to employees and contractors upon hire, and included in student handbooks.

Schools must establish a process for discussing the policy with students, parents, and employees.
