Eliminates all enrollee cost-sharing (deductibles, co-payments, coinsurance) under the medical assistance program and MinnesotaCare program effective January 1, 2024.

Prohibits hospital and medical benefits offered to State Employee Group Insurance Program participants from including any form of enrollee cost-sharing beginning January 1, 2024.

Prohibits individual and small group health plans from requiring deductibles, co-payments, coinsurance, or other cost-sharing, contingent on federal approval of a state innovation waiver amendment to be requested by December 31, 2024.

Removes cost-sharing requirements from managed care plan disclosure information and adjusts rate development standards to account for the elimination of cost-sharing in capitation rate calculations.

Repeals existing statutory provisions that detailed medical assistance co-payment amounts, family deductibles, and exceptions to cost-sharing requirements.
