Board of Optometry shall establish the scope of practice for optometrists through rule, ensuring licensed optometrists may practice at the highest level of medical eye care without exceeding their education and training.

Unlicensed persons are prohibited from performing actions within the board-established scope of practice for optometrists, replacing previous statutory definitions with board-created rules.

Optometrists may dispense legend drugs at retail only if within the board-established scope of practice and administered through ophthalmic goods.

Current statutory definition of optometry (Minnesota Statutes 148.56, subdivision 1) is repealed upon effective date of new board scope of practice rules.

All changes become effective upon the Board of Optometry's establishment and notification to the revisor of statutes regarding when scope of practice rules are effective.
