Establishes licensure requirements for veterinary technicians including graduation from an accredited veterinary technology program, passing the Veterinary Technician National Examination and Minnesota Veterinary Technician Jurisprudence Examination, and criminal background check.

Defines "direct supervision" as a supervising veterinarian or licensed veterinary technician being in immediate area and within audible or visual range, with the veterinarian assuming responsibility for professional care.

Defines "remote supervision" allowing a veterinarian not on premises to provide written or oral instructions to a licensed veterinary technician via telephone or immediate communication, with treatment documented in medical records.

Establishes veterinary assistants as unlicensed employees who may administer medication or provide auxiliary support only under direct supervision of a licensed veterinarian or licensed veterinary technician.

Permits temporary alternative qualifications for applications before July 1, 2024, including existing certified veterinary technicians or those with at least 4,160 hours of recent veterinary technology experience and a veterinarian recommendation.
