Establishes a 24-member Task Force on Disability Services Accessibility to evaluate accessibility of state and county disability services and develop plans to address barriers, with members appointed by January 1, 2024 and first meeting by February 15, 2024.

Task force must conduct an accessibility assessment of Medicaid-funded disability services (personal care, home care, waivers) covering access, explanation, application, communication, complaint processes, and appeal procedures.

Requires task force to develop recommendations including legislative and policy changes, annual progress benchmarks, monitoring methods, training initiatives, and sustainable funding for improving accessibility.

Establishes six pilot projects with selected counties to reduce accessibility barriers through pre-decision preview processes, less frequent disability assessments, peer system navigators, and electronic communication options; counties must implement by July 1, 2024 for at least 18 months.

Task force must submit a comprehensive report with recommendations to legislative health and human services committees by August 1, 2026; task force expires March 31, 2027; appropriates unspecified amount from general fund for implementation.
