Modifies the definition of "shortage area" to include licensure fields and economic development regions reported by the commissioner of education as experiencing a teacher shortage.

Expands grant eligibility to allow alternative teacher preparation programs that have previously received grants to apply again under the program.

Appropriates $1,000,000 for fiscal year 2024 and $1,000,000 for fiscal year 2025 to the Office of Higher Education for alternative teacher preparation program grants, with a permanent base of $1,000,000.

Allows the Office of Higher Education commissioner to use no more than three percent of appropriated funds for program administration.

Requires grant recipients to submit reports by January 31, 2026, including disaggregated data on racial and ethnic diversity of licensed teachers and program participant placement.
