Establishes the Minnesota Kratom Consumer Protection Act to regulate kratom products manufactured, distributed, and sold in Minnesota.

Prohibits manufacturing or selling kratom products that are adulterated with dangerous non-kratom substances, contaminated with poisonous ingredients or controlled substances, or contain synthetic alkaloids.

Prohibits kratom extracts containing residual solvents exceeding United States Pharmacopeia 467 standards and kratom products with 7-hydroxymitragynine levels greater than two percent of overall alkaloid composition.

Requires kratom products to have adequate labeling with directions for safe and effective use, including recommended serving sizes.

Authorizes the commissioner of agriculture to assess administrative penalties against violators under sections 34A.06 to 34A.07, with an exception for kratom retailers who relied in good faith on representations from processors or wholesalers.
