Commissioner of employment and economic development may make grants to counties and cities outside the metropolitan area to fund up to 50 percent of public infrastructure costs for workforce housing developments, with nonstate resources covering the remaining costs.

Eligible housing infrastructure includes sewers, water supply systems, utility extensions, streets, wastewater treatment systems, storm water management systems, and phosphorus removal facilities for single-family, multifamily, owner-occupied, or rental housing projects.

Maximum grant amounts are $60,000 per lot for single-family through four-plex housing and $100,000 per lot for multifamily housing with more than four units per building, with counties or cities receiving no more than $500,000 in two years.

Grants must be cancelled and returned if a project does not proceed in a timely manner and is unlikely to be completed within five years.

$10,000,000 is appropriated from bond proceeds to fund the greater Minnesota housing infrastructure grant program, with the state authorized to issue bonds to provide the funding.
