H.F. 1085 - Minnesota Health Policy Commission

• Establishes the Minnesota Health Policy Commission with 11 voting members and 4 nonvoting ex-officio legislative members, appointed by the Legislative Coordinating Commission based on recommendations from an advisory council.

• Commission members must have expertise in health care finance, health economics, actuarial science, health plan management, health care system management, employer health care purchasing, medical technology, consumer advocacy, primary care, long-term care, and direct enrollment experience in MinnesotaCare or medical assistance.

• Commission duties include comparing Minnesota's health care costs to other states, monitoring health care delivery and payment system reforms, identifying cost drivers, and making legislative recommendations to lower cost growth and improve patient care quality and population health outcomes.

• Commission must submit annual reports by June 15 with policy recommendations and draft legislation to legislative committees, considering impacts on cost-shifting between public and private payers and potential use of public programs to prepare enrollees for private coverage transition.

• Commission expires June 15, 2039; public members serve four-year terms limited to two consecutive terms; first appointments due by January 15, 2024, with first meeting by June 15, 2024; appropriations from general fund for fiscal years 2024 and 2025 are left blank.
