Establishes a local public safety aid program in Minnesota Statutes chapter 477A to help local units of government ensure first responders receive mental health care.

Distributions are calculated by multiplying each local unit's public safety count (peace officers and firefighters) by its proportional share of the total $9,000,000 annual appropriation.

Qualifying programs must provide at least one hour of mental health services every six months to all peace officers and firefighters employed by participating local units of government.

Unspent funds must be returned to the commissioner of revenue by December 31 in the second year following receipt, with returned funds added to the following year's overall distribution.

Commissioner of revenue computes and certifies aid amounts by August 1 each year for payment in the following calendar year; program becomes effective with aids payable in calendar year 2024.
