Establishes a teacher residency grant pilot program to prepare 400 teacher candidates through a research-based residency model aligned with Minnesota Rules.

Provides each teacher candidate $3,000 tuition support and $40,000 stipend for fiscal years 2024 and 2025, plus $3,500 annual stipends to teacher mentors and $50,000 for technical and administrative support.

Requires eligible teacher preparation programs to have established residency programs with school district partnerships, cohort-based models pairing residents with cooperating teachers, year-long clinical experiences, and ongoing professional development for mentors.

Requires at least a specified percentage of grant funds support residents who are People of Color or American Indian, and prioritizes applications from providers with highest recruitment of underrepresented and shortage-area teacher candidates.

Appropriates $9,637,629 for fiscal year 2024 and $9,587,629 for fiscal year 2025 to the Professional Educator Licensing and Standards Board and repeals Minnesota Statutes section 122A.68 governing the prior teaching residency program.
