Amends Minnesota Statutes 2022, section 62Q.78, subdivision 6 to modify the definition of "covered services" for dental insurance plans.

Expands "covered services" to include dental care services for which reimbursement would be available except for contractual limitations such as deductibles, co-payments, coinsurance, waiting periods, annual or lifetime maximums, frequency limitations, and alternative benefit payments.

Prohibits dental plans and dental organizations from requiring dentists to provide services at fees set or approved by the plan unless the services are covered services under this expanded definition.

Prevents dental plans and third-party administrators from making network providers available to plans that set dental fees for services other than covered services.

Preserves the ability of dental plans to restrict balance billing, waiting periods, frequency limitations, deductibles, and maximum annual benefits as they relate to covered services.
