Commissioner of Commerce must notify health plan companies within 60 days after passage of a law if an evaluation concludes the proposal increases premiums and request a cost report for the benefit change.

Health plan companies' cost calculations must be based on analysis performed according to generally accepted actuarial principles and methodologies, conducted by a member of the American Academy of Actuaries.

Commissioner must pay health plan companies the full amount requested to defray costs of the benefit change within 60 days of receiving the company's statement.

Amends funding sources to allow Commissioner to seek non-state funding from sources other than the state to pay for evaluations, with such funds deposited in a separate special revenue account.

Requires Commissioner to ensure funding sources have no influence on the process or outcome of benefit evaluations.
