Amends Minnesota Statutes section 124D.09, subdivision 9, to require postsecondary institutions to allow secondary pupils (grades 10-12) to enroll in summer courses consistent with the institution's policy for postsecondary pupils.

Maintains existing enrollment priorities requiring postsecondary institutions to give priority to their own postsecondary students when enrolling secondary pupils.

Preserves prohibition on enrolling secondary pupils in remedial or developmental courses, with exception for full-time students in middle or early college programs.

Requires institutions to prevent displacement of already-enrolled secondary pupils and to accommodate qualified veteran students in the same courses as secondary enrollees.

Allows secondary pupils to enroll in online courses consistent with institutional policy.
