Appropriates $125,000 in fiscal year 2024 and $125,000 in fiscal year 2025 from the general fund to the commissioner of human services for grants to organizations supporting parent-to-parent programs for families of children and youth with special health care needs.

These are one-time appropriations not added to the base budget.

Eligible organizations must conduct outreach to newly identified parents or guardians, provide training on navigating health/education/human services systems, facilitate ongoing peer support from trained volunteer support parents, and communicate regularly with other parent-to-parent programs to implement best practices.

Grant recipients must submit annual reports by January 15 to the commissioner of human services including measurable outcomes such as the number of families served and volunteer support parents trained.

"Special health care needs" is defined as disabilities, chronic illnesses or conditions, health-related educational or behavioral problems, or the risk of developing such disabilities, conditions, illnesses, or problems.
