Increases Professional Educator Licensing and Standards Board membership from 11 to 13 members appointed by the governor with senate consent.

Expands teacher representation on the board from 6 to 10 teachers, including increased representation from the seven-county metropolitan area, outside the metropolitan area, related service categories, and teacher preparation programs.

Removes the superintendent and school district human resources director positions from the board composition, effective July 1, 2023.

Establishes board member stipends of up to $4,800 annually, prorated monthly, and appropriates $62,400 each for fiscal years 2024 and 2025 for stipend payments.

Requires the governor to nominate 13 board members by July 15, 2023, and mandates that public employers grant board members time off for board meetings without reducing compensation or benefits.
