Modifies the definition of "instruction" to explicitly include applied and experiential learning in methods that enable students to meet academic standards and graduation requirements.

Adds "experiential learning" as a defined term encompassing career exploration through specific classes or work-based experiences including job shadowing, mentoring, entrepreneurship, service learning, volunteering, internships, cooperative work experience, youth apprenticeship, and employment.

Establishes "on track for graduation" as a performance measure defined by earning at least five credits by the end of grade 9 and receiving no more than one failing grade in a semester in core courses (language arts, mathematics, science, or social studies).

Requires school districts to report the number and percentage of students by subgroup who are on track for graduation as part of world's best workforce performance measures.

Makes all amendments effective July 1, 2023.
