Eliminates the coursework requirement for Tier 2 licenses by repealing the previous subdivision that required completion of two of five specified options.

Allows Tier 2 license renewal for the 2023-2024, 2024-2025, and 2025-2026 school years based on requirements in effect when the original license was issued.

Adds a new pathway to Tier 3 licensure allowing candidates with three years of Tier 2 teaching experience and satisfactory evaluations to qualify, expiring December 31, 2026.

Appropriates $600,000 for pathway preparation grants ($400,000 each in fiscal years 2024-2025) to support Tier 2 teachers pursuing Tier 3 licensure.

Appropriates $50,000 in 2024 for a licensure via portfolio online platform and $300,000 ($150,000 each in 2024-2025) for a new alternative pathways support position at the Professional Educator Licensing and Standards Board.
