Creates comprehensive psychological condition treatment procedures for peace officers and firefighters seeking duty disability benefits, requiring up to 24 weeks of active treatment before disability approval and mandating employer continuation of salary and benefits during treatment.

Establishes "total and permanent duty disability" category providing 99 percent of average monthly salary (versus 60 percent for standard duty disability) for State Patrol members and 99 percent for police/fire members with permanent total disabilities.

Requires annual wellness training or peer support programs for public employers to remain eligible for reimbursement under the public safety officer's benefit account beginning January 1, 2024.

Appropriates $100 million to the public safety officer's benefit account and $4 million total to psychological condition treatment accounts for MSRS and PERA to fund reimbursements and administrative costs.

Modifies police and fire plan vesting schedules for members hired after June 30, 2014, requiring 10-20 years of service (previously 10 years) for full vesting, and eliminates workers' compensation offset requirements for disability recipients.
