• Eliminates bachelor's degree requirement for Tier 1, 2, and 3 licenses in career and technical education, world languages (for native speakers), and performing/visual arts (with 5+ years experience) or associate's degree/professional certification alternative.

• Establishes short-call substitute teacher pilot program for 2023-2024 and 2024-2025 school years requiring minimum associate's degree or high school diploma with prior district employment, with minimum compensation of $200 per day or regular rate of pay.

• Allows Professional Educator Licensing and Standards Board to begin accepting and reviewing license applications before July 1 and to issue or deny Tier 1 and Tier 2 licenses within 30 days of receiving completed applications.

• Modifies Tier 3 and Tier 4 license requirements to allow examination or performance assessment exemptions for applicants completing board-approved or state-approved teacher preparation programs.

• Changes grant reporting deadline from January to August 15 and authorizes board to establish interagency agreements with Office of Higher Education or Department of Education for grant administration; repeals Minnesota Rules 8710.0500, subparts 8 and 11.
