Changes payment obligation for sexual assault medical examinations from counties to the state, effective July 1, 2023.

Expands examination costs covered by the state to include full rape kit medical forensic examination, sexually transmitted infection testing and treatment, pregnancy testing, and emergency contraception, capped at $1,400 per examination.

Requires medical examinations to be submitted to the Office of Justice Programs for payment reimbursement and mandates annual inflation adjustments to the cost cap beginning January 1, 2024.

Modifies victim notification requirements to inform victims that the state (not county) pays for examinations and that payment is not contingent on reporting the crime to law enforcement.

Appropriates unspecified amounts from the general fund for fiscal years 2024 and 2025 to the commissioner of public safety to reimburse health care providers for examination costs.
