Creates a seven-member Board of Sign Language Interpreters and Transliterators appointed by the governor, including two interpreters (one hearing, one deaf), one postsecondary instructor, one employer representative, and three service users (two deaf, one deafblind).

Establishes licensure requirements for sign language interpreters and transliterators serving deaf, deafblind, hard-of-hearing, and hearing individuals in Minnesota, effective July 1, 2024.

Sets initial and renewal license fees at $60, with a $30 late renewal fee; fees are deposited into the state government special revenue fund and appropriated to the board.

Grants the board authority to adopt rules, process license applications and renewals, maintain a public registry of licensed interpreters, develop continuing education requirements, and establish temporary licensure and reciprocity provisions.

Amends Minnesota Statutes section 546.44 to require court-appointed interpreters to be licensed under the new chapter 156B.
