Establishes a statewide electric vehicle infrastructure program administered by the commissioner of transportation to implement the National Electric Vehicle Infrastructure Formula Program and maximize federal funding available to Minnesota.

Authorizes the commissioner to contract with private or public entities to provide financial assistance and engage in planning, design, construction, operation, and maintenance of electric vehicle infrastructure projects.

Requires electric vehicle infrastructure funded under the program to comply with Code of Federal Regulations, title 23, section 680.106, paragraph (j), and successor requirements.

Mandates that all electric vehicle infrastructure projects receiving program funds pay prevailing wage rates as defined in Minnesota Statutes section 177.42 and comply with prevailing wage requirements and enforcement provisions in sections 177.27, 177.30, 177.32, 177.41 to 177.435, and 177.45.
